There was no law on having Washington D.C anyway.It is also kind of out of place to have Washington D.C and the note printed in Forth worth Texas. Note has FW on it. The one dollar bill has the Washington DC as well as the FW if printed at the Fort Worth plant which may confuse things. Things happen to move from on place to another when new concepts of coins or currency are made. We the collector or consumer are the last to know.
