I mean who decides that they're money is more valuable than another. I don't get it. Like the dollar used to be more valuable than euro, and now the euro is more valuable than the dollar. How does these decision get made or how does it work.

I bought Japanese Yen with U.S. dollars. The exchange rate on my receipt is .01034000 which I'm assuming means 1 Yen = $ .01034000. I bought a total of $992.64 worth of Yen, giving me 96,000 Yen. That doesn't seem to add up. From my calculation I should had a little more than 102,000 Yen. I was not supposed to be charged a fee, but don't know if there are usually some kind of exchange charges regarless of whether an institution charges its own fee? It seems like I'm missing $50 or something like that. Any help?
