it varies from country to country and even the area you live, why dont you call around and get a few quotes?

A frenectomy is very rarely necessary and it's painful. There are some dentists who make extra money by convincing people that if they get it done, it will improve their speech, particularly if the person or child lisps.
First of all, dentists are not speech therapists. They are not trained to understand how the tongue is used to make speech sounds. They study teeth. Second, can you move your tongue tip up so it touches the area behind your front teeth? Can you make the [TH] sound by placing your tongue between your top and bottom teeth? Then there is nothing wrong with your frenulum. Difficulty with producing sounds for speech is very rarely the result of a short frenulum. If you do have problems with your speech, you can consult a speech-language pathologist at a university, private clinic, or if you are still in school, in your school district.
