The serial numbers? They are for tracking, if needed.

That should be the Plate Serial Number. Not the bill serial number.
The long set of numbers is the Bill's Serial number.
But the small set "FW D 65", that is the serial number of the plate used to make the bill.
Each plate makes 32 single bills. You will also see something like "D2" on the bill. That is the position number. That tells you what part of the plate the bill was struck from.

The green #’s are for identifying bills when they eventually make it back to the treasury’s hands again. They can also be used to identify stolen money.
