Can I do that here in America, or can I/have to do it there?
If I saved up a couple thousand dollars in a savings account and wanted to switch it to Japanese currency to pay for the tuition of an abroad language program (you have to pay up front) and for my accommodations for the duration of my stay, could I?
Or would I have to find another way?

Ask your bank or use traveler’s checks

Yea you cane… you just need to go to your favorite bank and ask there if you cane convert USA dollers to Japanese Currency. Or you just go ti japan and change them there they cane change all of the currency!

Since your money is already in a bank account, and you have to pay before you get enrolled, ask your bank to transfer the money to their account in Japan. The bank will do all the work, you do not even have to see the Japanese currency.
