The first answer is correct and a real bank is almost always the best place to exchange currency. You may also do well exchanging money before leaving home via your regular bank, but make sure there are not restrictions on taking Colons into Costa Rica (IF your home back can get the currrency for you).

Using a credit card almost always gets you the best exchange rate, and you normally don't have to pay a service fee (serivce fees are common when exchanging paper money).

Check with your home bank to see if they have a partner bank in Costa Rica. If yes, you may be able to use the partner bank's services (ex. ATM) for a reduced fee.
