Someone told me that you need a passport to return foreign currency to your bank. I have a lot of spare Euros and Pounds left over from my traveling days and my passport is expired.

Not in most countries. However you may be required to identify yourself if the amount is large and that requires a photo ID (legal requirement in some countries, as large financial transactions often have to be reported to authorities and are recorded and investigated as possible money laundering operations).
