At the front it says "banka rossii" ("Russian bank") in the upper corner (the last two words) and I believe it says "Krasnoyarsk" in the 'caption' below the picture. Krasnoyarsk is a city in Russia. And the back side - the latter word is "rublei", which is a plural form for "ruble" I think. So, most probably Russian money. That’s a Russian ruble.
