You have to pay the exchange fees. If you are living in Europe and trying to buy US dollar, it will be great, because of the weak Euro and strong dollar. That’s the way most of speculants are doing now. But not vice versa.

Your question isn’t clear to me but all I can say is that the exchange rate differs between the two currencies sometimes on a daily basis so you must be careful or you will either lose or gain purchasing power.
