The U.S.A. didn’t have "In God We Trust" on all our money until the 1950’s.
It is hard to see if any other country has it on theirs, but it doesn’t appear so.

my canidates would in the midle east the Saudi Flag has "There is no God other than God and Muhammad is His Prophet" written on it.

Possibly Muslim countries with reference to Allah.
