A moroccan friend is planning to visit, and got the information from her bank that she can freely exchange dirhams for euros but to take more than the equivelent of 10 thousand dirhams she needs and authorization from the Ministry of Finance. Anyone know what this is about?

I live in the US, but there is an item I want to buy on ebay that is in GBP currency. I have a paypal account, but I only have my credit card linked with paypal (I don’t actually have funds in the account itself). Every time I buy something, I always just choose my credit card which is in US currency. Can I just buy the item by using my linked credit card, or will it not work because it is in a different currency?
